Director’s Community Leadership Award Presented
to the Automated Regional Justice Information Systems
The San Diego FBI bestowed one of its
most prestigious awards, the Director’s Community
Leadership Award, to the Automated Regional Justice
Information Systems (ARJIS) program of the San Diego
Association of Governments (SANDAG). The Automated
Regional Justice Information Systems (ARJIS) uniquely
contributes to both the law enforcement community and
the public at large through its linked databases, crime
analysis, and public education.
ARJIS’ criminal justice informational technology
network is utilized by 71 local, state, and federal
agencies in the San Diego region. ARJIS provides the
San Diego law enforcement community with information
used to solve crimes, combat terrorism, link investigations,
and protect the public. The ARJISNet secure Intranet
contains data on the region’s crime cases, arrests,
field interviews, stolen property, accident reports,
booking photos, traffic tickets, pawn slips, officer
notifications, gang information, crime statistics,
and more.
ARJIS integrates over 2,500 workstations throughout
the 4,265 square miles of San Diego County. There are
over 11,500 law enforcement users generating over 161,000
transactions per month. In 2006, ARJIS was the first
system in California that offered driver’s license
photos designed specifically for wireless access.
ARJIS and the San Diego law enforcement community
were selected by the Department of Justice to be among
the first in the nation to participate in the R-DEx
Project. ARJIS is also participating in the
OneDOJ program goal of linking regional databases to
a nationwide network.
Beginning in 2003, ARJIS pioneered a secure wireless
ability for officers in the field to access its databases.
This was a giant leap forward in officer effectiveness
and safety. With the use of the PDAs, officers and
agents are able to conduct investigations on the street
pursuing leads and immediately checking databases,
instead of waiting to return to office terminals. For
the FBI, this innovative wireless program has most
successfully integrated with the SOG teams and JTTF
members. Agents have direct access to NCIC, CLETS,
DMV, and local records (COPLINK) that were previously
only available to the agents hours or days after a
field investigation had taken place.
ARJIS provides the public with regional crime statistics,
quarterly crime reports, crime maps, and the Megan’s
Law sex offender map, all accessible via the Internet.
ARJIS is a unique and innovative organization that
demonstrates outstanding contributions towards prevention,
investigation, community awareness, and research into
the crime issues of the San Diego region.
